Core i7 3770 low cpu usage

Why i got low cpu usage during encoding it's only use 25% on HT enable also i got low cpu usage during gaming and low gpu usage = low fps , the cpu temp around 60 c on gaming gpu temp 65-70 gaming my amd drivers up to date , MB bios up to date, so any ideal ?

core i7 3770 3.9 ghz
HD 7990
8 gb ram
1 TB hdd
PSU corsair hx 850

well your not very specific, your encoding and getting low cpu usage...but is it encoding very fast? or slow? how many seconds? what games are you playing and what frames are you getting?

encoding very slow and cpu intensive games like crysis 3, AC 4 and tomb raider especially when I put level of details , environment and objects level on high the fps drops from 70 or more to 35-30 or less with low gpu both 50-40% and cpu usage less than 55% the cpu and gpu temp withing normal during heavy games , i disable thermal control in bios but same issue , I don't think the core i7 3770 3.9 ghz bottleneck HD 7990 , It's really weird :(  plz help me i spend alot of money for nothing :(

In metro last nigh which is more gpu depending the average fps 60 on ultra & 1080p

i dont think it's bottlenecking, cpu usage would be at 100% i beleive if it was or something like that. if your frames are dropping so low during intense gaming maybe turn the settings down a little bit? what programs are you using to encode it may be a setting in the program that isn't fully utilizing the cores for maximum encoding speed might be a simple options adjustment

as far as gaming i mean lower cpu and gpu usage isn't necessarily a bad thing when it hits 100 percent usually means something needs to be turned down or time for an upgrade. those low dips in fps will happen on graphic intensive games like crysis and such but try turning AA, anti aliasing down, and just turning some of the other settings down just a little bit.

what resolution are you gaming on?

Sorry for late I was buzy
i'm using imtoo video converter , now I'm playing Assassin's creed 4 but i disable CF and it's more smoother than CF
enable maybe becoz of CF issues ? In battlefield 4 the fps in some maps around 75fps but in cretins maps the fps drops to 50-45 even in low setting with cpu usage around 70% and gpu usage 70-65% i'm using WIN 8.1 Pro

what resolution are you gaming on?
