PC doesn't bootup

I have build my own PC, all the parts are in perfectly and everything is connected right
It turns on, fans running and everything but it doesn't boot or goes to the BIOS screen.
I have tried EVERYTHING.
Yes I tried this; http://www.tomshardware.com/forum/261145-31-perform-steps-posting-boot-video-problems
All of them didn't work.
All the parts are NEW.

Solution
Tier 4 - Not Recommend for stressful situations. May not be able to put out full rated power above room temperature, and may slightly fail to meet ATX specs.

Aerocool<--------You're answer. this 450 watt is to low not only its low the psu is cheap and cant handle these specs.

I will try this
But what about this, I remove my videocard and turn it on. It still doesn't work. Still too low?
Anyways I should send the powersupply back then and get a better one
