Budget Range: ( 300-400) After Rebates; After Shipping

System Usage from Most to Least Important: Gaming (e.g. Minecraft, TF2, Bioshock 1-3, etc.), digesting media (i.e. YouTube, online Movie/TV stream), School work.

Are you buying a monitor: No (have one)
HP x20LED Monitor

Do you need to buy OS: Yes (Windows 7 Home Premium 64-bit) Please advice on where to find it at a cheaper price, currently priced at $100.

Everything seems alright.

You wont find a legit copy of OEM Windows 7 for much less than $100. Maybe $85-90, but that's if you find a deal somewhere. Amazon has it for $95 right now.

Needing to buy the OS, you really need to increase your budget a little, likely to $500. Otherwise, consider the used market. Find a used Dell business machine with the best processor you can find in it (likely to be an older Wolfdale) and 4GB of RAM, running Windows 7, then add a $40 Antec VP-450 PSU and a $140-$160 graphics card like a R7 260X or GTX750Ti. You might make your $400 budget that way, and be able to play those games on "good" settings with it.
