Why does my Sapphire R9 290 tri-x throttle?

I just bought R9 290 tri-x and when I run games and check msi afterburner core clock is not constantly at 1000mhz it goes up and down from 900mhz to 1000mhz. I don't think that should me happening. I tried upping power limit it does not help. It happens from beginning it does not depent on core temp....

My specs are
Asrock 990fx extreme3
FX 8320
2x4gb 1600mhz ddr3 ram
750w OCZ Fatal1ty PSU

It may not actually be throttling. Could be that the usage is not high enough to warrant running at full power. Considering that a single 290 will dominate most programs alone, I imagine the three of them just aren't having to work that hard and its conserving power since its not using it.

i dont have 3 cards but single sapphire tri-x model but yes you are right i was running games where 1000mhz was not necessary when i ran heaven benchmark it kept constant 1000mhz
