GPU won't boot up

Hi all!
I'm doing this on behalf of a friend.
We installed a new motherboard last week and it worked fine til tonight.
He has the Sapphire R7 260X witch is about a month old now, and if he boots his pc the GPU fan spins for 3 seconds and stops.His power supply doesn't have an 6 pin pci-e plug so he uses the converter that came with the gpu.
His specs are:
CPU:Core i5 3470
Ram:8gb ddr3
PSU: 450w Zizaa or something like that
HELP??

Turns out the GPU doesn't work any more, we've tested it in my pc still same effect.
It's odd the gpu was only a month old, but he had a power failure that night and from then it didn't work.
But thanks anyway.

Ahh, well yeah, this is where a cheap PSU is an issue, it probably had a hand in killing his graphics card.
Power surges can do this anyways, but if it's a good PSU, it's only your PSU that will die, and not the rest of your parts.
Invest in a surge protector.
