The Fan in the Power Supply

The power supply fan in my computer (Dell) blows out the back of the case. Does it matter if I replace it with a power supply that blows down into the case?

A PSU generates heat. You want that heat to blow out.

All those 120mm and 135mm power supplies that have their fan on the bottom - or the top, depending on how they're mounted - are they pulling air out of the case or pushing it into the case?

They can be either pulling air from in the case, or pulling air from outside the case.
Either way, they are blowing air out of the case.

Let the PSU cool itself. Let the rest of the case fans cool the rest of the PC.

In my (Dell) case I would have to mount the power supply so that the fan is facing into the case. If I understand you correctly, the fan would be sucking air from inside the case and blowing it out the back. If so, that would be perfect for me.

Yes. That is sucking air from inside the case, blowing it out the back.
