Overheating CPU/Motherboard!?! Underclocked..

Ok i am coming from an FX 6300 and an ASUS M5A97 R2.0. The 4 power phases on this board was great for my 6300, got me at a stable 4.6 with plenty of headroom. (i know the case is ventilated, 2 front intake, 1 top, 1 rear, 1 80mm over VRM...)

Then i got the 8320, was able to push it to 4.3 Ghz on the M5A97 R2.0 (temps never went over 60 and socket over 70) with good P95 full load temps, so i was happy. But that loss in single core performance made me hurt, real bad, and i couldnt help wanting more. (the 8 core is better for rendering and all that, but for day to day tasks 4.6 on the 6300 was snappier to me). Anyways i got the M5A99FX PRO 2.0 to be able to overclock further, since it has 6 power phases vs 4. ....And thats where all the problems start.

I still have to reseat the HYPER 212 EVO and re apply paste since i havent tried that yet, but i cant imagine what went wrong this time. still have to try that.

I was able at stock settings to run prime95 blend test with normal temps, but for some reason any adjustments made in the BIOS for overclocking results in crazy temps...even underclocking and running at 3.4 Ghz i get a core temp of 72 and 77 on the socket before i even had a chance to quit the test..

im very unhappy that my 4 phase 970 chipset board was better at overclocking than my 990fx 6 phase motherboard. any ideas guys? i already have a 80mm fan hanging over the long VRM to the left of the CPU but that doesnt seem to change anything. should i aim that closer to the socket and not the VRM?

right now in balanced mode in the control panel power options.

I was hoping 6 phases and a 212 EVO would get me 4.5 or 4.6 ghz, ideally matching my fx 6300. That should depend on the cooler more than the board at this point though. I wasn't expecting 5.0 ghz or anything .

Will reseat the cooler tonight. Should I use my 4+ year old last bit of arctic silver 5 again ? Or use the grease that came with the evo. I never tried the stock grease with the 212, I never dealt with curing any other times I applied as5. Is it possible I damaged the CPU or cooler ? The cpu would either work or not work. Right ?
