I feel like my GTX 770 is underpreforming

Hi, I am a noob so bear with me. I recently installed a new GTX 770 in my computer to replace my old GTS 450. However I am not really noticing a difference, I am getting only a little better FPS on the game Counter Strike: Global Offensive (I get around 160 FPS). I feel like I should be getting much more fps for this graphics card. Also when I was playing today, I saw my fps spike from ~60 to ~180 and it was a constant fluctuation. Could it be that my CPU is bottle necking the GPU? How could I test this?

How much RAM do you have? Looking at what you have said it is possible that you have 4GB. If this is true, then that is a major issue, a lot of modern games and such can use up to 6GB of RAM, and while most utilize around 4GB, that's pushing how much you have to the limit, and can cause stuttering and frame spikes like you said you are getting. Also, yes, that CPU will probably bottleneck you some, but in most places it shouldn't be too much of an issue.

Your CPU is fine. What you didn't do is tell us what your settings are. Telling us your FPS for each game is meaningless without the graphical settings and resolution you are playing at.

I have 2 sticks of 4gb RAM, so I think that is not the issue.

I am going to test different games, maybe I was just having a fluke or something
