Can a faulty/defective mobo cause CPU spikes

So I was getting CPU spikes on my old 1100T,so I bought a 9370 and a water cooler h60 to go with it.
CPU spikes are random,

Spikes still havn't gone so I assume its my mobo?
disabled cool n quite and tried nearly everything.Is it safe to say its my mobo?

It could be software or driver glitches too.

Any misbehaving driver, software or hardware can cause performance issues.

If you are lucky, you might be able to get a hint using Task Manager's detailed process list or Process Explorer.
