I am not sure if my CPU is bottlenecking (A8-6600K at 3.9GHz) but im only getting like 30 FPS in BF4 at 1366*768 (Ultra bcuz the settings don't change performance for some reason) but im not sure if that is the only game i could tell a difference in from the benchmarks

this may help but since cpu usage is 80-90% in game i would say its just bottle necking you can run malware bytes and see if you have any malware eating up processes to free-up cpu usage

There is a DVI on the GPU but my TV doesn't have one and the refresh rate is 60Hz
 
YES - your CPU is fine for most games, but will hold your GPU back in more intense games like BF4.

Try overclocking your CPU - that will help, but what will likely help more is decreasing draw-distance, particles, and physics in BF4 - all of those are handled by the CPU.

A good rule of thumb when pairing a GPU and CPU is to spend at least 75% as much on the CPU as you spend on the GPU. That will usually keep you out of a CPU-bottleneck situation.

I don't really want to overclock because i only have the stock heatsink

have you disabled core parking
in your bios disable the itegrated graphics core(igpu)
make sure you have all windows updates downloaded(run a check)

even if your cpu is bottlenecking it shouldnt be the same fps no matter what settings you change.

yeah and i just went into the bios to check if the integrated graphics was on (Which it wasn't) and i found PCI bus system clock or something so i put it to 192 and im going to check if that did anything
(Since my GPU has a 192 bit interface :p)

Sounds like a hardware and/or software conflict. Make sure the onboard graphics is disabled before doing anything; look in device manager. Always use DDU or other suitable utility to uninstall the video drivers, then reinstall.

I already have the IGPU turned off and uninstalled the drivers for it
