Solution
get the ekwb one, and get a kpe, its the only logical choice if your gonna go water, you will be slightly faster than sli/cfx 680/7970ghz
I've read that the hydro copper one you link is fine if you are building your system for silence, but if you are wanting to overclock the general consensus is that the hydro copper isn't ideal as it doesn't cool the vrm's well.

This site has an excellent configurator to help you find the right block for whichever GPU you choose. http://www.coolingconfigurator.com/

yeah kingpin, if your going to go through all the trouble with a block, a decent 240 rad and pump, thats gonna be like $375usd at least anyways, you might as well get the kpe since its just begging to hit 1.5ghz 24/7 on a setup like that. make sure you go and get a bios for it too, either a skynet or a kingpin bios
