Cant format Hard drive?

No matter what i try to do I cant format my hard drive sadly. I tried to use windows, I tried the HP recovery and I went to disk management but nothing would work. Any help or advice? Or should I just avoid the trouble and buy a new hard drive?

In the Disk Management it displays my Hard Drive as healthy Primary Partition and it is NTFS.

Oh and forgot to thank you all for your time. :)

no sweat,just install the hdd.set your computer to boot from dvd if that is your install medium and start the computer.once the install screen comes up you will have the option to do a clean install.this will format your disk on install.

is this by any chance the hdd that your windows operating system is on,because you cant format a drive that is in use.to properly format such a drive you need your recovery disk or an install disk to boot from.by using the hp recovery did you indeed set your computer to boot from the recovery partition?

Make yourself an Ultimate Boot CD
http://www.ultimatebootcd.com/index.html

Burn the (dot) ISO file with
http://www.freeisoburner.com/
to make your Ultimate Boot CD.

Now with the Ultimate Boot CD in your optical drive, restart your computer and launch Parted Magic in the first menu that comes up, it is towards the bottom.

(Parted Magic loads in your ram and is gone after every reset.)

Find your way around in Parted Magic to various hard drive tools. YOu can wipe the hdd bare in about 2hrs depending on how big it is and then try to format in Windows or maybe in Parted Magic.

Ah so when I get my Windows 8 disk ill be able to format it then? And yes it is the hdd im using the OS on and i want to put it in new build tomorrow.
