is a gt 755m strong enough to play skyrim with mods

Should run reasonably well. The 755M should be able to run Skyrim in the near-high (not ultra) settings with pretty decent framerate, so installing mods should work just fine. Just don't go too crazy with unlimited draw distance mods, etc.
