USB overcurrent detected

Hey guys just did a new build for my dad for his work computer, put all the pieces in and it gave me this error right off the bat. I've tried all the troubleshooting I could think of like removing the mobo and booting it on a nonconductive surface and removing all of the case usb contacts from the mobo and it still is giving me the error. Is there anything else I can do? Thank you.

the mobo is MSI H81M-P33 R

upgrade bios . . if still not solved so better replace the mobo

use this on the sensor parts to see how much voltage you have on the 5 volts line and others http://www.hwinfo.com/download.php

so this is bad mobo . . have you removed all usb headers from your motherboard

I've removed all the case usbs from the mobo. Do you know what this is? It might have accidently gotten removed during installation.

there are audio and usb headers on this side and there labels are mentioned on it ... what you actually removed . . ?
