RIG wont start. CPU fan speeding in and out. Please help.

Hello, today I decided to help someone very close to me and promised to help. They have old Pentium 4, DELL 510 Desktop and all of a sudden it stop working. When Power button pressed CPU fan starts to spin in and out. Like when you start computer CPU fan usually goes to 100% very quickly and then go to it's nominal speed as dictated by current thermo reading controlled by bios. In this case fan goes fast ..then slow ..fast ...then slow (I don't think fan reach 100% when it's "fast" cause it's not loud at all) in and out for about 30 seconds, then system shuts off. Right away I thought about PSU and replaced it with working unit, didn't help, same story. I reseated RAM modules nothing helped. Because system is kinda old and I really want to help I am stuck and don't know what to do. Any ideas on what can be wrong ?

In my experience if CPU faulty PC wouldn't start at all, no fans no nothing. I checked, all usb connections and network card for any shorts , no visible crosswire. I simply don't know what else to check.They saying it just died in the middle of work session. Anything beyond PSU I puzzled. I could not find CMOS reset switch on MB but I don't think it'll do anything.

If any ideas, anything at all I'll be very grateful cause I am stuck with this one.
 
You can try removing any external devices pluged into besides monitor and keyboard.

Try unplugging any dvd/hard drive/floppy drive (i twinged just typing that)\addon card\etc from the machine, even remove the RAM. Do this part by part to see if that allows it at least boot to bios.

Most likely this is a motherboard issue and by trying the stuff metniond above it will narrow it down to a bad mobo or cpu.

Only other device is PCI modem and I did removed it. I also removed Video card (AGP) For some reason I still feel it's a damn PSU but 2 diffirent units can't be faulty and doing exactly same thing. Anything other ideas ?

Took another look at problem and I really hope there were beep error signals reporting what is wrong. Another question. Is it possible if CPU fan is faulty and not working correctly it'll do things I described in op ? Like going up and down in speed without actually turning system on ?

No beeps no nothing. ......mobo dead. Decided to order a new Dell 3000 unit. Slim i5 8GB RAM W8.1 ...gazillion times better than Pentium 4 :D

1 More question if possible is there a RELIABLE way to transfer installed programs. I do know and used few such programs with different success. I managed to get Office, Nero, some small programs from one machine to another without a problem, yes few other failed on me. Anything you guys can recommend ? Because some things are no longer available on Media and needs to be repurchased then even keys are available.
 
I only know that IObit Uninstaller will save you a list of currently installed programs, it helps me remember what was on my older system. Other than that, I just download all of them back.

It's better to just re-install the software, because copy and pasting won't do anything in the registry, which can become a big issue when using those software.
