Check the resolution in windows. Make sure that it is set to 1920 x 1080 Resolution.

Have you tried resetting the monitor? Unplug the monitor for 30 seconds and then restart it.

Unplug the monitor for 30 seconds. Then plug the monitor back in, and engage the power switch/button.

Can you take a picture of the problem?

You can post the picture on imgur.com if you don't have a place to post it.
Also, take a picture of some website and give us the link so we can see what the image should really look like (vs what you actually see).

* Is your color bit depth set to 32bit?

You will need to take a picture of that same screen with a camera and then post it ... since print screen only shows you what picture the computer is creating (not what the monitor actually shows).

What this does prove is that problem is after the image leaves the computer (in the cable or monitor itself).

Actually you probably don't need to even take a picture with a camera. In a way that image is enough to prove that either:
* A setting in the monitor itself is wrong.... or
* The monitor is just broken.
* The cable is bad (can you try a different cable -- specifically either a DVI, HDMI, or Displayport cable.... not VGA)?

It appears to be a malfunctioning monitor. I would contact Samsung for warranty repair/replacement.
