Unusable RAM 32-bit OS

Ok so, computer specs are as follows:

OS = Windows 7 Home Premium 32-bit SP1
CPU = AMD Athlon II X2 240 Regor 45nm Technology
RAM = 4.00GB Dual-Channel DDR2 @ 334MHz (5-5-5-15)
Motherboard = FOXCONN M61PMV (AMD Athlon II X2 240 Processor)
Graphics = ASUS VW224 (1680x1050@60Hz) 2047MB NVIDIA GeForce GT 640 (EVGA)
Storage = 465GB Western Digital WDC WD50 00AAKS-00V1A SCSI Disk Device
Optical Drives = HL-DT-ST DVDRAM GH22LS50 SCSI CdRom Device
Audio = NVIDIA High Definition Audio

I have 2 issues.

1) I had 3GB of RAM for ages (1GB + 2GB stick) and just installed 2 new 2GB sticks. It says I have 4GB installed but only 3GB usable memory.

So I found someone saying to run msconfig and go to boot advanced options and check off "Maximum Memory" but before doing so I want to clarify as to whether or not this is a smart thing to do or not.

Is this 1GB that is being 'reserved' or is 'unusable' necessary for my computer to run? I am under the impression that my computer reserves - or claims to reserve - 1GB which is apparently only 512MB's of RAM for it to work. Though before I bought new RAM sticks, when going to computer properties (as well as any other computer I have ever been on or owned as well as other family an friends comps) its never had in brackets that x amount of RAM is usable out of x amount of RAM installed.

Should I check the 'Maximum Memory' box or will I have issues while running it due to lack of 'reserved' memory or whatever the case may be?

2) Second issue was originally black screening and memory leak issues while gaming which after taking into a computer repair shop 4 days in a row with absolutely no success and a much smaller wallet....I have replaced the graphics card (which seems to stop the black screening but still is having memory leak issues) as well as the RAM (which has now caused problem 1). The memory leaks were and still are happening not just from gaming but while on the internet...Or even sitting idle on the desktop with nothing running in the background. Its been cleaned front to back, top to bottom, this is not a heating issue, temps are running proper. All drivers are updated though one thing I can't seem to do is a bios update though not sure if this will fix anything but one thing I can't physically do. The computer tech guy couldn't update bios so no way I can.

Ok so should I not check off the Maximum Memory checkbox in msconfig boot advanced options? Also why do other computers not show their RAM the way mine is showing?

When I had 3GB of ram (1GB + 2GB stick) it simply said "RAM = 3GB". After getting 2x2GB sticks it says "RAM = 4GB (3GB Usable). The EXTRA 1GB I just put in, I should have access to....Whatever RAM was being reserved should still be reserved from the 3GB's I used to have, ultimately giving me an Extra 1GB of RAM to play with since I did just change out a 1GB stick for a 2GB stick. Know what I mean? I might not be explaining properly, idk...

Win 7 32bit cannot use or fully see 4GB RAM.
Period.

If you really want to make use of the RAM that the 32bit OS can't physically address, you could install a RAM Drive program. But not many applications can make use of a ~700MB RAM Drive.

Please note that changing the "Maximum Memory" function setting has a significant impact on how the OS operates. It is not recommended unless you have an application that requires this setting changed that value.
