Best gaming desktop build with peripherals for $1300

I would like an upgradeable desktop that I can assemble, I'll just say I don't have any peripherals to make sure everything is included. The only peripherals I might have are cords anyways. I plan on building a computer with money I make from a summer job when school starts again in the fall. My budget is 1500 but I am saving 200 for games. Thnx in advance! just ask if I haven't added enough information, I feel like I am forgetting something.

this will play any game at max settings at 1080p, has an optical drive, win7 (didnt know if you wanted 7 or 8), gaming keyboard/mouse and a decent headset.
 
Solution
the difference between windows 7 and 8 is mostly a preference based thing. if you are really used to and like the classic style of windows, keep 7. if you want to try something new or already have used 8 and like it, then get 8. the performance gap between 7 and 8 is very tiny. like, 8 will play a couple more fps. also, if you want to play older games, then get 7. and there has been talk about the next version of directx, whether it will be windows 8 exclusively or there may be a windows 7 patch for it.
