hdd hard drive vista install [URGENT]

Hi, I was helping someone fix a computer by reinstalling windows vista but it didn't work. After alot of research I figured the hard drive might have died. So I went out to Fry's and got me a seagate 500gb sata hdd. Replaced the old hard drive and put in the vista disk, The problem is I get this:
f10=setup - f11-system recovery - esc=boot menu - f9=diagnosis. and after maybe 3 seconds the screen turns black and a white indicator is blinking, It happens even if I pick one of the options. The boot order is set to boot from DVD drive

Help pleaase

If it has two memory sticks, take one out and see if it still behaves badly. If it does, swap the sticks around to eliminate both from the suspects list.

This one could take a while to diagnose.
