Am I having CPU bottlenecked?

I have a feeling I know the answer to this question but just want to be sure. I am currently running a Intel Core 2 Quad - 8 Gig RAM 800MHz - and an GTX 780 Ti.

Previously, I was just going to build a new system around the 780ti, but wanted to test out the card first to see if it will work with my current system. All the games I have tested have capped around 40 - 60 frames (V sync disabled - all setting maxed). All games with the exception of Dragon Prophet but that games has had really bad optimizations problems since it's launch.

Tera Online - Star Citizen (Hanger Module) - Fire Fall - Dragon Commander.

Which is weird because some of these games have visibly better (higher) graphics than others, how are they all having similar FPS? Also, I went into PVP in tera with a bunch of peope - Was unplayable 4 - 11 FPS.

If I am being CPU bottled will this rig fix that issue with the 780 Ti?

Power Supply: XFX ProSeries 850W 80+ Gold Certified Fully-Modular ATX Power Supply

Also, I keep hearing friends telling me to save and get the 780 and overclock it over the 780 Ti, they think the 780 Ti is a little overkill - Getting ready to play Star Citizen everything on Max and also planning on getting Oculus rift once that releases.

Getting ready to play Star Citizen with everything on Max and also planning on getting Oculus rift once that releases. Also, I read somewhere that right now that is the best gaming card available.

Using the GTX 780 Ti as an example, what card you generally can buy cheaper and overclock the life out of it? Like:

The Classified w/ EVGA Hydro Copper Cooler *OR* The Classified *OR* Dual Classfied

Superclocked w/ EVGA ACX Cooler *OR* Superclocked

*OR* the simple EVGA ACX Cooler

Which one give you the most bang for your buck?
