Game fps dropped for a second

I have a very powerful computer. i7 4770k and a 780 ti. I was playing crossfire and I notice a sudden drop in fps for a second. It's constant 200 fps but then drops to 20 fps for 1 second then rise up to 200 fast. Why is this?

Okay. My temp stays at around 40-50. That's too low to trottle. Electricity flickered... happends about once a day. I don't think so...
It might be the program. It happends for all my games though. BF4. League of Legends. Crossfire. Mostly Crossfire.
