Think this is the wrong section, but here it goes.

I have Windows 7 and 3 Users on one computer that I have logged on at all times for different things. I was wondering if I could set up each user with a different IP address while being on them all at the sametime? So while I am on one user it will say 001, the next 002, and so on... Just to make it feel like I am logging in from other computers or wireless connections of sorts..

No. The network port on your computer has one IP address, and it is going to be shared by everyone who logs on to your computer, regardless of whether they log on at the same time or at different times. The IP address, unless it is hard-coded to be static, is handed out by the router. One network port equals one IP address.

Certain system components, like the CPU, the graphics card, the hard drive, and the network port, are system-wide resources that are controlled and shared by the operating system regardless of how many users are logged on.

If you had two network card in your PC, then you would have a different IP address for each of them, but you could not assign each one to different users. Also, the addresses you get at home are typically NAT addresses, non-routable local IP address (such as 192.168.1.xxx). Your home usually gets only one real IP address, which the router uses and shares among all the devices in your home. Unless you have paid to get multiple static IP addresses from your Internet service provider.
