Can you underclock a CPU to the point that it doesn't require a cooler/heatsink?

Is it possible?
The point of it is to produce a low power, completely fanless computer
Also, one more question. Can you overclock with a non-K model CPU?

Not any cpu that would actually be usable in a pc. You can underclock them to only need passive heatsink cooling, no fans.

Not usually. You can under clock them enough that you no longer need a fan but why would you want to do this? Are you looking to make a computer that is never attended and does not need any maintenance?
