unable to record at 60fps?

so i just updated my components in my system, got me an 8 core cpu and a new SSD and new motherboard and on my last mobo and cpu, with certian games i was able to record with playclaw at 60 fps, now with all that in mind and with a new cpu and such, now i cant record games at the same settings at 60 fps. but at a lower 43-48 fps, but idk why. i have the latest drivers for my mobo cpu and gpu. and i have my settings to the default like last time but i still get a drop when recording, though i shouldnt theoreticly with the 8 cores. so im not sure what to do here. any advice will help. below is my dxdiag to help out.
