Can a 220W PSU power a graphics card?

I have a compact desktop whose PSU is rated at 220W. It is equipped with Intel G2020 (55W) and a standard HDD, DVD RW, etc.

So can I add a graphics card such as Radeon R7 250 or GeForce GT 640 (both rated at 65W) and not worry about PSU failure?
 
Solution
A good ATX 2.3 spec PSU should be able to handle that fine. A not-so-good ATX 2.1 or earlier spec PSU, probably not as much.

You could also consider a 750Ti - currently the best GPU under 75W.
