Can you overclock with a non-Z motherboard??

Can you overclock an i7 4770k processor with a non-Z chipset board?
I will be getting an MSI b85 chipset board and I'm just wondering whether I will be able to overclock in the future when I need to. Do I need to get a z87 or whatever chipset to overclock, or will a non-z work? I heard about Intel giving out updates in july 2013 that block non-z OC. Did this happen? Will I need a Z chipset?

Also, suppose that I am not overclocking, Is it better to get an i7 4770 CPU or a i7 4770K? How much of a difference does the K make if I won't be overclocking?

Not quite. Intel screwed up on implementing the lock, and a couple of the board vendors enabled the OCing. Then Intel pushed software updates - all the new BIOSs will reflash the CPUs (new CPUs have it loaded already) and patch the mistake, which means that even if you rollback the board or move it to another the CPU won't OC in non-Z boards.

It was both H87 and B85, but I don't think H81.
