750ti Issues - Please Help

So my 2GB MSI TwinFrozr GAMING 750Ti is having some trouble.

I can play Diablo 3 on max settings while never dropping below 60fps, with vsync enabled, even in the biggest fights.

But, in League of Legends, which is a far less demanding game, my card refuses to stay at 60fps with vsync on. At unexplained times my card will drop to 45-50 fps and sit there for 3-5 seconds then come back up to 60. I have not noticed this happening during larger team fights.

I use MSI Afterburner to monitor my clock speed and temperature. I also use MSI's "Gaming App" to switch the card between Quiet/Gaming/OC Modes. The specifications of my card on MSI's website state that in Gaming Mode, which is what I keep it in, the clock should be 1059 MHz with a boost clock of 1137 Mhz. In OC mode the clock should be 1085 with a boost clock of 1163.

When I play Diablo 3, Afterburner reads the clock as 1189 MHz when I set the app to gaming mode. When I set the app to OC mode my card skyrockets to 1215MHz. It dances between 90-109% power usage.

In League of Legends the card clocks itself to 1058 in both gaming and OC mode. It dances between 5-35% power. I have never seen it go above 40%. I run it at max everything with vsync and anti aliasing enabled with a framrate cap of 60. I also run it windowed borderless.

I have already gone into my nvidia settings and changed both the universal and league settings to prefer maximum performance.

I am mostly curious as to why the card is having trouble with League of Legends. I should easily get 60FPS in any situation within the game. Why isn't the card upping the clock if it is struggling to produce fps. I feel as though it is limiting itself. This game would run at 60fps constant on my old 550Ti and only drop to around 50 late game in huge team fights. I am very confused.
