What's the difference between an old GPU with a cheap new one?

Excuse me if the title is disorienting and inexplicit.
So, What i meant was that a cheap, but new GPU Brand compared with an older, but more expensive GPU Brand what differences do they have?

To clear things out:
I have a Nvidia GeForce GT 120 and let's say that i want to play a litle bit modern video game. The recommended system requirements say that i should have a Nvidia GeForce 8800 GT, but the Pixel Shader version, the Vertex Shader version and the Dedicated Video RAM are the same.

So, why would they recommend a GPU like that when the GPU that i have has the same minimum Attributes as the one that i should have?

8800GT is the old mid to high end card and GT-120 is an entry level card!
They write older cards because many people on different countries have old PC's

I see... So, with the 8800 GT i will have much better performance with better video quality?

Just for note: now GTX-760 works faster and also cheaper than ex-top single GPU GTX-580 card

You'll have similar performance but remember 8800GT was impressive card! just read reviews and you'll understand
