DDR2 doubles the data rate of the frequency, so technically it's running at 400Mhz but does two data transactions in each cycle so it is 'effectively' sending data like it was running at 800Mhz.
So will there be a difference betwoeen real and effective?
No, it is essentially saying the exact same thing, just describing it differently. One describes the actual frequency while the other describes the data rate that is based on the frequency. Think of it more like describing something in different units like inches or feet (example, an object that is 24" is 2') rather than different performance descriptions.
