My USB ports sometimes lack power, do I need a new power supply?

It's strange, when I plug my phone into my computer's usb, it doesn't seem to charge the phone that well. Some of the ports charge it better than others though. And the ones that charge better are not as good as moving files as the others. I have a Sabertooth motherboard, the amd one. I have a 600w power supply, it was probably around $80 I think, so it wasn't the best quality.
I have a graphics card, just an average one and I have a ocz revo pcie ssd. Do you think a better power supply would make a difference.

Also of note. I have a microsoft live cam. It seems like everytime I need to use it, I have a unplug it and plug it back in again.

Five years is getting on up there for a PSU. I would say you're due for an overhaul either way you look at it. Even if it's fine now (and we don't know that it is. As time goes by the wattage output WILL drop) it will not last a heck of a lot longer. The only PSU's that have a warranty over 5 years are Corsair's top of the line PSU's, and Corsair is the Cadillac of components.
Windows 8 has had some USB 3.0 issues. In particular, recognizing USB devices, but the problem could very well be beyond that. Your PSU is plenty enough powerful, but as you said, PSU's do die. And although they can die all at once, sometimes they behave in the same manner as a car alternator going bad and just start fading away slowly. And as far as the USB ports not charging your phone that fast, USB connected to a device is never as fast as using the original charger plugged directly into the wall.

How old is the PSU? If there are a few years on it, then I would say that it is suspect, especially if it was a cheaper model.

Yeah, it's probably 5 years old and it's windows 8.1. As far as the voltage sensor for the motherboard, it looks fine, but I guess it's the amps that I care about.

I would say that 5 years is about all you'll get from a model like that. You got your money's worth.

So I put in a new corsair RM750 and that did the trick. Phone charges great and transfers files without disconnecting.
