Can I format my hard drive to install OEM Windows 7?

I think I need to format my hard drive to install Windows 7 with my OEM System Builder disc. I have Windows 8 and Ubuntu 13.04 installed but they don't work so I need an external option. If anyone knows of an answer it would help greatly.

You mean installing on, and running from, a USB hard drive? Real pain to make it work, and deadly slow if you do get itt o work.

You say the current Windows 8 and Ubuntu don't work? What's wrong with them?
Bad install? Bad hard drive?

Sorry it took so long for me to respond, I've had school and just went on a vacation.
I don't mean running from a USB I heard that I could burn something to a disc and boot from that disc in the BIOS and it would format my hard drive but I don't really know if it's possible.

Windows 8 doesn't work because I accidentally deleted a graphics driver and I don't have a disc to repair it. With Ubuntu, I tried to update the graphics driver and messed that up too. So they work I guess I just can't see anything.
