Only 4gb usable out of 8gb

Hello,

So I've had some issues with the new RAM I bought. Here is the thing I have 2 RAM sticks (I am not sure of the name) but one is Kingston (The one i had previously) and the new one is Excelram. (excelram is 2 times the size of kingston if that means anything).

Now the issues is I fit everything in, it all works fine then when i open it it shows 4gb usable.
When i open the resource monitor it shows 4gb hardware reserved while other is usable.
So I am guessing that Windows 7 recognizes that it has 8gb. Also I have 64 bit i am fully positive.

I tried everything, I have a motherboard called M5A78L-M LX3 and I have updated the bios to the newest version from the Asus website (it downloaded the .rom file put it on a flash disk, went into bios then Ez tool thing and used that and it said that it updated succesfully). I checked the memory hole remapping thing and it is enabled. I also went to msconfig and have unchecked maximum memory on the RAM.

I really don't know what to do, I don't think the ram is malfunctioning because the system does recognize it. I also have 2 slots on the motherboard so I don't think I could have placed them wrong, I tried switching positions as well, no luck.
I also installed CPU-Z and it shows 8gb of RAM, I can even go slot 1 and slot 2 and it shows 4gb on each of them.

Any help is appreciated because this thing is getting really frustrating at the moment. Thanks in advance.

Ok so, what I did now was try to test each RAM. The kingston i had before worked well in both slots, while everytime I used exceleram one it didn't work. I didn't hear beeping as if the ram wasn't working but the computer didn't boot the fans were just on and the computer was going but nothing showed on the screen. I called the guy i bought it from and he told me that I should try to reinstall windows and that the RAM is working because there is no constant beeping sound. So is he right and should i try to reinstall because I would have to delete quite a few files and I don't want to do it in vain.

Re installing windows will not make ram dimm work
If existing ram is faster than new ram motherboard may not detect new ram correctly

How did you check ram ?
Recommend memtest86 burned to cd to test ram
Problems can occur if dim boards have different number of memory chips

Ideally best to buy matching pairs of good quality ram dims
If PC will not boot with excel ram it is incompatible even if not faulty
So ask for your money back.

Both RAMs are the same speed. But my concern is that if it is incompatible or faulty how is that, that Windows recognizes the entire 8gb and the same thing in CPU-Z?

Also, i have windows 64 bit installed, but since i installed it i changed to a new motherboard and had changed a few components. Could that be the issue?

What should I do, should I return it, because the guy said it is brand new and that he tested it and it worked.

Had the same 'missing' RAM problem. Tried every solution/adjustment I could find - nothing!
Then I thought stuff the theory and I put 1x 4Gb stick in Slot 1 and 1x 4Gb stick in Slot 2 and .............. system now shows 8Gb at POST and 7.4Gb available.
Side note: Page file allocation adjusted itself to 27Gb & regularly 1Gb+ is used, but I run several HDDs and as long as I have >7Gb available....!
