I keep seeing water blocks for the ti version are they same layout? I going to ditch my 7970 and go with a GTX 780 but going to do my first watercooling CPU and GPU
No, they are not even close to the same version. The ti stands for titanium edition - just like there was the 660ti, the 750ti, and other such cards, the 780 is $500 and the 780ti is $700.

my 7970 is the Asus DUII from what what i hear waterblocks are built for refrence ones...i think i found for mine made by EK
if your going to waterblock a 780 then the only card worth buying is the evga 780 classified as its hands down the best 780 made. dont bother waterblocking any other 780 as its not worth it at all.
