Stutter when under 60fps

Hi, I have a problem when any game goes under 60fps it stutters for a second right when the fps goes down. It is a quick stutter but when the fps is fluctuating a lot like in Crysis 3 it is really annoying. Is this normal? If it isn't how can I fix it? I have a GTX 780 and an Intel i5 4670K 3.40GHz.

Most monitors operate at the refresh rate of 60hz, which means that at 60 fps your monitor and game should output the image at the same rate, therefore perfect cooperation. However, things go bad if it's under 60 fps, they will output image in a different timing and causes tearing, and stuttering. That's why we always ask whether this PC build can handle the game at 60 fps or not, it's a standard.

But the stutter happens even if it goes to 59 fps, I have also not noticed this before pretty recently.

Try messing with the in-game settings, don't lower all of them at the same time. Just try to lower AA and if it doesn't get better move it back up, and try another setting.

You probably have VSYNC enabled; simple fix: disable it.
