I am building a new PC and need some new fans. I am on a budget and I really need some decent airflow.

The fan needs to have or be:

UNDER $15ish
A black or sleeved powercable
Quiet, does not have to be silent but I would like it to be as quiet as possible

these 2 fans were voted like the top 2 fans on silentpcreview.com for quietest fans that have good performance on airflow, you can check out the reviews there. i reference silentpc review becaues i been going there for years and they THOROUGHLY test their fans because they are quiet fanatics

I would recommend the Corsair Airseries, they are quiet, shift a lot of air and look great. (LED's, or non LED)
