PC lags, takes long to load/ react after exiting games

Greetings and salutations!
I own the following system:
Operating System: Microsoft Windows 7 Ultimate
System Type: 64 bit
Central Processor: Intel(R) Core(TM) i5-4440 CPU @ 3.10GHz x4
Video Adapter: NVIDIA GeForce GTX 660
Memory: 4GB DDR3 1600MHz (soon 8GB)
Motherboard: Gigabyte H81M-DS2
HDD: WD Black WD5003AZEX 500GB 7200 RPM 64MB Cache SATA
Average core temperature in windows: 35 degrees C
Average core temperature after 15 minute gaming session: 57 degrees C
Average core temperature after leaving said game in windows: 43 degrees C (it will reset after a restart)
Memory usage in windows: 40%
Memory usage after 15 minutes gaming session: 95 %
Memory usage after leaving said game in windows: 65% (it will reset after a restart)
All drivers are up to date.
My issue is, as you can see, after 30 or so minutes of playing a game, it will start to lag, everything will not run smooth,loading and reaction times from game will be longer and I will get mini freezes every 5 or 10 seconds.
If I leave the game, the lag/ mini freeze/ long loading- reaction times persist in windows and in any following game/ software UNTILL A RESTART.
Then everything moves smooth and nice as it should be.
What is the problem here? I will already be adding 4 more GB of 1600 DDR3 RAM next week.
Any other suggestions?

Yeah it looks like one of your Chrome tabs is taking a good chunk, with a total of 400MB for all the tabs. Closing Chrome should have given you back around 10% of your RAM. Certainly the addition of another 4GB will help in this situation.

For the mean time shutdown all unused applications, even have a look at your System Tray to see what background stuff you have running. If you are sure you don't need it, close it.

On the RAM upgrade, try not to mix and match different sticks. You didn't mention if you have 2X2GB or 1X4GB, but either way you should get the same brand, model, speed, etc., just to be sure you don't have any issues with it POSTing or BSODing, etc.
It sounds like one or more processes are eating up your available RAM while gaming. Once this happens Windows has to lean on the swap file. Since this virtual memory is on the hard drive which is much slower than RAM, this is where it starts to lag. If I'm correct, you'll see that the HDD LED will be going crazy or on all the time. Then when you exit the game, Windows clears the game from RAM (not immediately). Once this happens, Windows will move some of what was in the swap file back into RAM which also takes awhile. Eventually the HDD activity should quiet down and your computer will become more responsive again.

Getting more RAM will definitely help if my scenario is correct. Something else to look at would be to ALT-TAB out and go into the Task Manager and find out which process is eating up all your RAM. Of course your game will have a fairly large chunk of it, but it's likely something else is also gobbling some up. Closing background task could help as well.
 
Nothing there looks too out of the ordinary, except for maybe the first instance of svchost.exe at 80M. Unfortunately I'm not on a newer computer running Windows 7 (at work on old XP machine) so I can't say for certain that it's grossly oversized.

Was this screenshot taken after you exited a game and are having problems? It can't be during a game because I don't see the game icon on the task bar.

Could you check when you are running a game and having a problem (don't exit the game, just ALT-TAB out) and then after you have exited the game but before you reboot?
 
Yeah, I'd say your problems are due to ESO being a memory hog, and between your background processes and that game, you're running out of RAM. You could try closing your web browser while you're playing, that would free up some RAM and help the situation until you upgrade to 8GB. If there are other background applications you're running that you don't need while playing, you can turn those off too.
