Can i run gta iv with high settings

which can run gta iv better i am not changing any thing in the computer as this is not for gaming but for GCSE use but just want to know if it can run gta iv and which one is better for it please do not tell me to upgrade or change any parts thank you.
 
Solution
The second build is a lot better then the first.
Just looking at the cpu's the i5 should crush the apu in just about everything. Also GTA 4 takes a lot of cpu power to run. GT 635 should run GTA at close to the highest settings. The integrated gpu in the amd cpu is no match for dedicated graphics although it will beat intel integrated anyday.
