Need advice on building my PC

Hello, this is my first thread on here. I need advice for building my PC.
First let me say I'm fairly new to computer stuff. I'm building a low end PC to play small games such as Team Fortress 2 or League of Legends. All I need left is a graphics card. There is two graphics cards I have in mind. It's the same model but two different brands. One is ASUS the other is PNY. http://www.newegg.com/Product/Product.aspx?Item=N82E16814121641

The PNY has a fan while the ASUS has a heatsink. I only can afford a graphics card around $40. Which of the two would be better?

They're the exact same card with different coolers. Take your pick. The ASUS will be silent because it doesn't have a fan, just make sure your case has decent airflow. And the PNY one, well I wouldn't buy a video card branded by PNY so yea just go with the ASUS.
 
Your links both point to the same GT610.

Regardless, a $40 graphics card will not be any better for gaming than the integrated graphics of a modern cpu.
I suggest you defer on the graphics card until you can afford one in the $100 range.

You might list your prospective build and your budget.

They both will, it's the exact same card. PNY isn't really known for great manufacturing though. That's why ASUS is probably the better option and it uses a passive cooler. Everyone else telling him to wait and save up, that's not what he was asking. He wanted to know which of the two he should get. Clearly spending more would give him a better card but he doesn't want to.

You're assuming he has any integrated video. He didn't state what he has and if he didn't get at least a haswell or comparable chip it's actually going to be slightly better because it is slightly better than ivy bridge graphics.
