Home built PC keeps freezing while watching youtube/twitch streams and while playing games

My home built PC keeps freezing, mainly while watching twitch.tv streams and youtube videos. The video freezes and the audio cuts out, mouse and keyboard are completely unresponsive. It has also happened to me while playing Skyrim and Path of Exile, but has never happened to me while playing League of Legends (which I play a lot), Assassins Creed 4, and a few other games that I play. My specs are as follows:

CPU - Intel i7-3770k 22nm ivybridge@ 3.40 GHz http://www.newegg.com/Product/Product.aspx?Item=N82E16819116502

PSU - Rosewill Capstone 750W 80 PLUS GOLD http://www.newegg.com/Product/Product.aspx?Item=N82E16817182073

HDD - Western Digital 1TB http://www.newegg.com/Product/Product.aspx?Item=N82E16822236339

I've quadruple checked all power connections, and ran memtest86 and BurnIn Test with no issues. I manually set my RAM to 1.5v and 1600Mhz. As far as I can tell nothing is overheating when the system freezes. Any help would be appreciated.

try this

dl and install http://www.guru3d.com/files_details/display_driver_uninstaller_download.html
power down
power up into safe mode
uninstall graphic drivers new and old using tool
power down
power up into windows
go to amd's site to dl drivers

if that doesnt help try to reseat your card and ram and make sure they "click"
if that doesnt help do you have your ram set up in slots 1 and 3 or 2 and 4?
if you already do try your 7970 in a different pcie slot
if it works fine then it it is a bad pcie slot
if it still does it try using your intel hd graphics to watch a video and see if it freezes then if it runs fine then it is either bad card/psu

Thanks for the help, I'm currently in the process of re-downloading the drivers for my GPU. After that I'll try re-seating my RAM again, probably in slot 2 (slots 2 and 4 are recommended on my motherboard for overclocking. I don't plan on overclocking, but I'll put it there anyways). If that doesn't work then I'll try re-seating the GPU.

Well after a while of running smoothy it just froze again while watching a twitch.tv stream. Im concerned about moving my gpu to another PCIe slot. The slot its in is a x16 slot that says it runs single at x16 or dual at x8/x8 modes. The only other x16 PCIe slots are stated to be at x8 and x4 modes.

switching your gpu to a a different slot will not hurt the gpu. it will run with slightly less performance but it is mainly to see if you have a problem with your primary slot. if it runs in the second slot then it is a mobo issue

I ran memtest overnight, 6 passes, no errors. I'm also not sure that the issue is with my gpu; I did some dogecoin mining with my gpu a while ago which was very stressful on my gpu and I never had any issues while I was doing it.

did you try taking the card out and watching a video on hd intel graphics? if it works fine then it most likely is software or gpu.
reset your bios to default settings with gpu in and see if it resolves the issue
if not you can do a clean install of windows if yu only have the 1 drive and see if that resolves the issue

the issue is is that it doesnt happen every time I watch a video or stream. i can go hours watching videos and streams and playing games and it'll just randomly happen at some point

do you have another psu you can try to run in your system?
try to run this as well

it will test your drive for bad sectors to rule that out. run the long and short
also try to defrag your disk drive
after these i would try a clean install of windows if you cant swap parts. it is hard to determine a intermitent issue as it may be a few hours before it shows up. i would say it is most likely a confliction with the drivers with a program that is running in your background since it can be a few hours before it happens

can you reset bios to default settings and just to verify try dual channel mem in config slot 1 and 3....the 2 and 4....see if theres any freezing
you can also use different psu connections to the gpu if you have extra 2 pcie cables
