So, I have the Amd Fx 6300 at 4.1 Ghz, and the Gtx 760 2 Gb. but I only get 60 Fps. (Vsync is off) and People were telling me that I should be getting more than that, is there any reason as to why this might be happening? any ideas on how to fix it?

possibly you have msaa turned up to 8. if so turn it down to 4 or less or better still switch to fxaa. (you may need a FXAA injector for this..)
also turn down motion blur its only really useful at lower fps.
lastly get a configurator they will often give you more options to play with like limiting your max fps (this can often bring up the minimum fps as the card isnt being taxed as hard)

I think that's reasonable. I got about 85fps with an I5 @ 4.4GHz and 7950 crossfire @ 1GHz. The CPU is the limitation, my GPUs were only at 50% usage, if you check with openHWmonitor I think you'll find your CPU near 100% usage.
