i was just wondering in push pull configuration is it better to take air from the case itself or from the room temperature?
 
Linus from Techtips did a very good video on that so you can look for some of those.

Also, you didn't specify if it is AIR or LIQUID.

For AIR, I recommend exhausting OUTSIDE of the case as that removes the heat better.

For LIQUID, it's recommended to do it in REVERSE but that's to blow air across the CPU voltage regulators which normally have air flow from a CPU cooler fan.

So there's a few things going on:
1) Dust control
2) Push-pull configuration (which ones are ideal. Again, find the Linus videos)
3) Exhaust (AIR) vs Intake (Liquid)

*You also in general want the INTAKE to roughly equal the EXHAUST for air flow so you need to plan the path. Normally it's bottom/front as Intake, then Top/Rear for case fans.

You should also block any unused fan slots (such as the top or side) as they make the cooling less efficient.

Dust control isn't a huge deal really as it usually takes a long time to build up dust and you can just use a can of compressed air every few months.
