So, I made me a build on parts picker, but it's a little over budget. I want to keep the SSD, but could you guys cut some costs without sacrificing performance, or could you even improve it?

There's not much room to cut back without losing performance. If anything, I would suggest upgrading to a 4670K and a Z87 motherboard so that you have the option to overclock down the road. It may put you even further over budget, but you can probably get more life out of your PC with it.

If price is a major concern I would go with an AMD 6300 or 8320 CPU, Hybrid Drive instead of a SSD and a Hard Drive, and a 760 instead of a 770 (only if absolutely necessary)

Then when you have more money you can buy a CPU cooler.

I dont know why the prices are so high all of a sudden. The i5 in particular is extremely expensive, i guess due to exchange rates.
