Okay, it looks like Steam installed the expansion pack in a different way than the retail disc.

Try:
"C:\Program Files (x86)\Steam\SteamApps\common\Star Wars Empire at War\corruption\swfoc.exe" MODPATH=Mods\ACM2.4
with 'Start in' being: C:\Program Files (x86)\Steam\SteamApps\common\Star Wars Empire at War\corruption\

Be aware that you may have to right click and run it as Administrator, starting in Windows Vista any programs put into the Program Files folder requires administrative privilege to run, and may not work properly if you just run it normally.
I think the your problem is that the Shortcut that the mod's installer creates operates under the assumption that your Forces of Corruption game was installed in C:\Program Files\LucasArts\Star Wars Empire at War Forces of Corruption

What you have to do is right click on the shortcut, click properties, and change the shortcut's target to the Star Wars Empire At War Forces of Corruption folder in your Steamapps/common folder if you are using the Steam version of the game.
 
Are you sure your are right clicking on the shortcut, and not the folder that contains the shortcut? You should see a shortcut tab in your shortcut properties unless Microsoft decided to be stupid and remove that feature from Windows 8. If that's the case you may have to either find the mod launcher mentioned in the installation instructions, or you are going to have to reinstall Forces of Corruption in the default location to get the shortcut to work. Steam does allow you to select where you install your games now, so it is possible if you have to do it.
 
Make sure that you have the appropriate slashes on the entire path, there should be no forward slashes in there.

Make sure that it is the full path to the game's folder, so it might be something like A:\Steam\steamapps\common\Star Wars Empire at War Forces of Corruption\swfoc.exe

this is my new input for the target "A:\SteamLibrary\SteamApps\common\Star Wars Empire at War\corruption\Mods\ACM2.4\swfoc.exe" MODPATH=Mods\ACM2.4

it still says the "start in" is not valid. i put the same thing for target and start in. should they be different? would it be easier if i uploaded a screen shot of the folders and their location?
 
It might be easier with screenshots, you have to provide the full path to the game folder from the root of whatever drive you're storing it in, and the names have to be correct or you'll get that error again.

Target includes the full path to the exe plus the MODPATH modifier. Start In should just point to the folder where swfoc.exe is located.

Hello Supernova, I would like to know if your solution still applies because I recently downloaded the Absolute Corruption Mod 2.4, followed the same steps justanoob followed on the download site, then when it didn't work I came here and changed the shortcut target and start in of the ACM2.4 shortcut to exactly what you posted which justanoob chose as the best solution, and when I click on the shortcut and run as administrator is still didn't work. It just launches the base Star Wars Empire at War game. Can you help me?
 


Do you have the Steam version of the game? If you don't, then the path will be a bit different. You also need to point to where Steam installed the game, the previous solution only works if you have Steam install your games on the C: drive under Program Files(x86) If you installed the game on a different drive or have Steam in a different directory, then you will have to change the path to correspond with that.

I am in the exact same situation as justanoob. I have the steam game and it is in the exact same place. The screenshot justanoob posted is the same for me except the only difference is when he clicks the shortcut he got an error message. When I clicked the shortcut I open the base game.

Actually there is a slight difference although I don't know if it changes anything... he uses Windows 8 and I use Windows 7 so in his picture it shows:
Local Disk ( C: )
Mine shows:
OS ( C: )

Does that matter?
 
That looks right, the shortcut should launch the game with the mod enabled. There may be something wrong with the files you downloaded for the mod, so you may need to redownload the mod and put it in the same location and see if it works. The Mod's readme also refers to a mod launcher that someone developed for the game, that launches the mod without having to mess around with shortcuts, so that might be another thing you can try.

Redownloaded the mod and edited the shortcut and it still only launches the base game. I'll try to find this mod launcher but other than that I'm not sure why it's not working.

go into steam. go to the game. go to properties and select lunch options. type in MODPATH=Mods\filename.
Ex. MODPATH=Mods\Republic_At_War. It should work for every mod. you just have to copy the file name of the mod exactly as it appears
