This combination can run modern games on High settings?
PSU: Seasonic S12II 520W.

Solution
If you can, get a Radeon HD7850 (effectively a Radeon R7 265). They are now being discontinued, but are an excellent highly rated card, and you now should be able to pick one up cheap. Maybe with a free games bundle. I use a 1600 x 900 resolution monitor (with AMD Phenom II 945 cpu) and it plays all my games on high (if not ultra) settings at good frame rates. It is a superior card than the GTX560 Ti and worth the money. With the HD7850 or GTX560 Ti your games will run on way higher settings than the GT430.
560 Ti is a lot better than the 430.
a hell of a lot better.
However, it's an old card. If you haven't finalized it, then get a newer generation card.
Also, the 520W PSU you selected will work fine with your card.

Modern games also require 8GB+ RAM.
