I bought gta 4 off steam a few days ago and when i started to play it, i found out that the graphs were low resoloution, so i changed them to the highest resoloution, and i also put all of the settings on maximum and started to play, and before i know it my monitor goes black and a blue box appears that says "input not supported". I uninstalled the game and reinstalled it, but when i start it, the blue box pops up again.

Solution
To the OP,if you go to the graphics tab in the menu, when you pause the game,do you get a ''Your resources exceed....(something)''?If yes, then use the commandlines given in the readme file of the game (located in the game's installation directory)...I think the command line for removing some sort of memory limit on 3GB video cards was -nomemrestrict,but just check in the game's readme file to be sure...Hope this helps..:)

Cpu: intel core i7-3820
Gpu:Amd radeon r9 280x
Motherboard:asus sabertooth x79 LGA 2011
Os:Microsoft windows 7 professional 64 bit
RAM: 2 corsair vengeance 16gb(8x2)
Hard drive: seagate barracuda 2tb
psu: be quiet power zone 750 watt
monitor: some acer monitor (forgot the name).

have you tried lowering shadow settings?
wait, what windows version? you can try changing the compatibility mode to windows xp sp3 and check "run as administrator".

edit: a little googling shows me that this may be a display resolution abd/or refresh rate issue. try starting the game in safe mode and lower resolution and refresh rate (to your monitor's refresh rate).
see if this helps:

Whenever I've come across that message it's usually because the in-game resolution is set to something that the monitor can't support. In GTA IV, I can set the resolution to 2560x1600 despite having a monitor with a maximum resolution of 1920x1080.

I also bought GTA IV a few days ago, so you'll be running the latest patch which resolved the issue with video memory.
