CPU Fan still spinning, after shutdown

Hi there!

As the title of this thread says, the CPU fan of the PC I am trying to fix, is spinning, even after the PC has shutdown - the only thing that stops it, is if you kill the power (pull out the power cord).

When the PC has shut down, the CPU fan is still spinning, but sort of in .. lags? It is like whoooeem.............whooeeeem..... it keeps beginning to spin, before stopping again.

Any suggestions on how to fix this?

PS: The PC won't boot up anymore.
 
The sign of a bad power supply when shutting down a system.
if the power cord needs to be removed.

It also works in reverse, if you connect a bad power supply or one that is failing or failed.
Often by connecting it without pressing the power button on the tower fans will spin.
And on the cpu heat sink of the system.

But pressing the power button, produces no power up of the rest of the system.

New PSU.

If the Psu is new, then it is often a case of the wrong settings in the bios section APCI and the S modes selected.

And also the lack of the fact the motherboard drivers have not been installed after windows was.
