I have been researching a bit and thought of going with a i3 at first, and use the integrated HD 4000~. But I found out there were something known as the "24p bug" with Intel Integrated Graphics. Therefore I'm getting a standard CPU such as the Pentium and adding a discrete, low TDP video card that is extremely cheap but will hopefully do its job. That's pretty much the only reason for not going straight iGPU, and the reason I am not going with APU is due to its high TDP.

I can confirm, this video card (I have a Gigabyte model with 1 Gigs of memory and no fans on it = silent) plays HD (even Full HD) videos smoothly. I'm using it in a HTPC, too.
