Fluctuating CPU Speed When Gaming

When I'm gaming the GHz speed of my cpu drops from 4.0GHz down to 1.4GHZ and then jumps back up to 4.0GHZ. It is affecting my FPS in all of my games I would like to find a solution to this.

My system specs are:
GPU-Sapphire Radeon 7870 HD GHz edition
CPU-FX 4130 3.8GHz
MOBO-Biostar A960D+
PSU- Coolermaster Elite Power 500w
RAM-8gb DDR3 1333Mhz

Assuming you have your CPU speed set for automatic that's not unusual. The cpu speed will go up or down based on heat and workload. So basically if what you're doing doesn't require a lot of power it will go down or if the cpu gets to hot it will throttle down also. What kind of temps are you getting and what games are you playing? Also are you sure it's happening while your in the middle of a game or could it be happening during a cut scene or in between play? It really does come down to what you're doing at the time this happens since there's a lot of things besides the CPU speed that can affect FPS while gaming.

It happens during normal playthrough and I use MSI Afterburner to check my GPU Usage and FPS while I use AMD Overdrive to show me the speed of the cpu. When there is lag, the GPU usage, FPS and speed of my CPU all drop and when they return to normal the games I play go back to normal.
