I have Intel Dual Core E5700 @ 3.00 GHz. I can't overclock it, because my Intel motherboard doesn't have option to do it.
And I have GTS 450 1 GB GDDR5, overclocked to 920 MHz core, 2000 MHz memory.

Is upgrading to GTX 550 Ti good idea? And if it is good idea, then how much money i should add?

A 750ti will also be much more expensive (presumably). A 550ti is a bit of a leap from a gts 450 (I actually still have one kicking a my brother's rig), but it is borderline worth it. Looking at old tom's benchmarks, it seems to get on average 10fps more. If that's worth it to you then sure, but I'll recommend holding out for a more noticeable jump. I personally jumped from my gts 450 to a 7850 and that was worth it.

My friend bought GTX 550 Ti for 130$ . And he can swap it for my GTS 450 + 80-100$. My GTS 450 is 2 years old (does it matter?). I'm low on cash, so I can't buy new videocard right now

Sorry but that isn't the best deal. You can find 550ti's going for less used, assuming you are in the US. At that price range you might be able to find a 560 used floating around. Also, the new 750 is pretty good at $120 new.
