first of all i am a noob when it comes to overclocking. i have an amd radeon hd 8670m, i tried to OC it using msi afterburner, i got better performance thats for sure but my laptop became noisy, the fans were running really fast which made this noise, in this app i can control the fans, i wanted to but i dont want to make them run too fast that they might brake or somthin, so i need help here

why OCing a laptop GPU .... it will become noisy cause in a compact body so much heat got produced ..... heat and sound is relatively high then the result of OC you done

Overclocking = more heat
More heat = fans running faster/louder to remove that heat

Especially in a laptop, there is no way around that.
